We know that no exclusive factor determines the development and that it is always dependent on the culture. Indeed, the indispensable role of the cultural factors in the processes of the economic and social development often leads to the failure of the operations most rationally prepared for the technical and financial plans, and handicaps heavily any hope of sustainable development.
The RAPEC, through its missions, shows how much the cultural approach allows realizing a thorough work on communities, their lifestyles, their capacities of adaptation
The African Network of the Promoters and Cultural Entrepreneurs (RAPEC) is formed by women and by men of Africa and by its Diaspora stemming from diverse circles (managers of the festivals, general commissioners of awards, cultural journalists, radios presenters, presenters of televisions, passionate persons of the arts and the culture).
They are values such as the solidarity, the unity, the justice and especially the peace between the peoples, which motivated us to create the (RAPEC).
After numerous observations, journeys of investigations and confrontations of views with various promoters of African cultural events of the continent and the Diaspora, we noticed that there are several hundreds of cultural events in Africa in various domains in particular the music, the theatre, the cinema, the plastic arts, the small business sector today, to quote that those there.
On these hundreds of cultural events, only quite small about ten, regrettably, benefit from an acceptable visibility.
